Francis Adams is an Associate Professor of Political Science. Dr. Adams completed his Bachelors degree in International Studies at St. Thomas College (St. Paul, Minnesota), his Masters degree in International Development at Syracuse University, and his doctorate in Government at Cornell University.
Since joining the ODU faculty in 1995, Dr. Adams has served as Director of the undergraduate International Studies program, Associate and Acting Director of the Graduate Program in International Studies, and Acting Chair of the Department of Political Science and Geography. His teaching and research areas include: international political economy, international development, globalization, and Latin American politics.
Dr. Adams is the author of From Economic Nationalism to Neo-Liberalism (1993), Dollar Diplomacy: United States Economic Assistance to Latin America (2000), Deepening Democracy: Global Governance and Political Reform in Latin America (2003) and various journal articles and book chapters on international development, foreign assistance, and inter-American relations. He also co-edited Globalization and the Dilemmas of the State in the South (1999). His forthcoming book is entitled Aiding Development: The United Nations in Latin America.
